Microsoft provides SRVANY in the Windows Resource Kits. It's
unofficially available for separate download from many other sites.
You also need to download INSTSRV to install it. It doesn't work for
every program, but it's worth a try.

There's also another Resource Kit utility AUTOEXNT intended to run a
batch file before logon. Some apps when started this way can keep
running, surviving logons and logoffs.
