Since you asked the question - yes.
Without the "on access" scanning, your safety depends more on you and
your safe computing (safe-hex) practices. The "on access" scanning is for
having the AV make up for ones unsafe computing practices - and allows
one to be sloppy.

If you know what you're doing, you can do completely without "on access"
scanning, but if you allow someone else who doesn't know what they're
doing to use your computer - it is best to have it enabled. If that is your
situation, you may want to have it load at startup and disable it when you
are the one using the computer.
