Huh?? What do you mean "when not connected to a server"? You have to
connect to an FTP server in order to download or upload files.

I was assuming that your LAN admins had set up a firewall someplace to
block port 21, the standard FTP control port. You're now saying that
you can connect to the FTP server in question from a "server" on the
same LAN?
I'm not quite understanding, but you - or somebody who knows in detail
how your network works - needs to check whatever firewalls exist
between the affected workstations and the FTP server. Clearly
something is blocking communications.
