Does anyone have any suggestions on any other approach to download through
FTP? Our computer center blocks the FTP function on accessing Internet. Does
anyone have any suggestions on how to download files?

Many places that offer files via FTP also have a web interface. Other
than that, your only hope is to get your admins to unblock FTP. Or
maybe to persuade the admin of the FTP server to have it listen on a
non-standard port.

I also have some users in a SBS2003R2 network that would like to download PDF
files from an FTP site, they have used IE in the past and it worked fine,
when not connected to a Server.
So, what needs to be opened to unblock the users from downloading to their
XP PC's. I did verify that I can do it from the server, but not from any work
stations, even if logged on as a user with Admin rights.

Huh?? What do you mean "when not connected to a server"? You have to
connect to an FTP server in order to download or upload files.

I was assuming that your LAN admins had set up a firewall someplace to
block port 21, the standard FTP control port. You're now saying that
you can connect to the FTP server in question from a "server" on the
same LAN?

I'm not quite understanding, but you - or somebody who knows in detail
how your network works - needs to check whatever firewalls exist
between the affected workstations and the FTP server. Clearly
something is blocking communications.

When the workstations were on a stand a lone peer to peer network before
installing SBS2003R2. That is when they could connect and download files to
FTP sites via IE.
The FTP site is not on site, it is a remote location that has given him
access to download some of their files via the internet.
