Hello,
is there any hope that ATI/AMD will release drivers for old cards, such as
my old ATI AGP 9800 pro, drivers that can allow these old cards(even if
they don't have avivo) to use their GPU power to help the CPU for high
definition h264 mpeg4 avc videos ?
That would be great :-)

What GPU power? :-)

If hardware has a given limitation, driver support for that feature
either means very little or nothing at all.

The 9700/9800/Pro were great cards in their day, and have already
provided far more futureproofing than almost any other video card
in history. In other words, give it up already.
