Any utility that will deal with Zip, Rar etc files without having to use a
separate utility to uncompress different files?

I am not sure what you mean by global, I am assuming that perhaps you mean
unrar a set of (rar archive) files contained within a set of zip archive
files. The term for this is recursive. Try a google search using this term,
plenty of false trails.
Probably the closest in freeware for a download is unziplify.

but can still become a bit tedious.

The app I use is unarc, can't remember where it came from, it's not
commercial and a bit flakey but works a treat on those bit multi-part
archives.
There are several other unarc's so searching for this one is like seeking a
needle in a haystack.
If you want to give it a try I have upped it to a.b.freeware
Unarc is like me, getting a bit long in the tooth so if anyone knows of a
good recursive unpacker, please inform.

7Zip will unpack just about anything, but can only pack zipfiles.

Quickzip which you can download from perso118-g5.free.fr does extactly
what you are asking.
