This comes up regularly - the short and correct answer is no.

A couple of apps will tell you they can, at best they are very dodgy
monotonal.

It's like recovering the printed scores from the recording of a musical
piece.

the midi format doesnt do what wav and mp3 do, so its not possible.
They both produce music, but wav is a recording of the music while midi
is more like a punched card that you feed through a Pianola.
