Antivirus stfwr error 1606

I upgraded from Win98 to Win2000 Pro and installed all
service paks. All my existing programs seem to be working
OK, but I can't install either McAfee or Symantec
antivirus programs. I keep getting the error
message "Error 1606. Could not access network location %
ALLUSERSPROFILE%\Start Menu|Programs|Administrative
Tools\. I've run the Windows program using the CD and did
a repair, but the same error is occurring. I've installed
other programs with no problems. Can anyone help??
