Here's what should fix this issue:
1) uninstall Microsoft Antispyware
2) Delete \program files\microsoft antispyware and all subfolders.
You will lose access to any quarantined items, history, and custom settings.
3) reinstall Microsoft Antispyware, from a fresh download (or known-current
source)--taking care to be logged in as the administrator user who will
typically use the program.
I believe what is being handled incorrectly is not in the registry, but is
in one of the .GCD files in the installation folder. This is a quick and
dirty way to fix this--and it has worked for a number of folks reporting
similar problems.
