Anti-Spyware Won't Run

After doing System Restore, the program will not run though it updates.
Before the System Restore I updated to Defender. I do not want to update to
Defender at this time because, after downloading it initially, there
developed an information line cutting my windows in half every time I opened
Internet Explorer. What is the problem with Anti-Spyware?
