Another way to create a dial-up connection?

For mysterious and wondrous reasons, when I try to create a dial-up
connection, the program icwconn1.exe crashes. That program is the
internet connection "wizard". Question: Is there an alternative way
to create an interconnection, some set of screens that let me create
the necessary "thingie", with necessary parameters, without using the
Internet Connection Wizard?

If one already exists, try to copy/paste to duplicate it and then edit its
properties.

You might go around it all if your dial via rasdial and create a batch
file instead of a connection.

Actually, perhaps you should go for a dialer API demo (3rd party
implementation of RAS API), that allows you to edit the properies, create
new, etc. Some require no coding knowledge.

In case anyone finds this thread, and is having a similar problem,
thought I'd post the solution I eventually found -- certain system
processes somehow got disabled. The solution was:

1. Click Start, right-click My Computer, and then click Manage.
2. Double-click Services and Applications, and then double-click
Services.
3. Right-click Telephony, and then click Properties.
4. On the General tab, click Manual next to Startup type.
5. On the General tab, click Start under Service status, and then
click OK.
6. Repeat steps 3 - 5 for Remote Access Connection Manager and Remote
Access Auto Connection Manager.

Was able to create dialers and use dial-up networking after this.

Solution, which may solve the problem in some cases but not others:

1. Click Start, right-click My Computer, and then click Manage.

You may be able to create dialers and use dial-up networking after

SYMPTOMS
When you try to create a new network connection, you may receive the
following error message:

Error 711: Cannot load Remote Access Service Connection Manager.

The Routing and Remote Access service terminated with service-specific
error 711 (0x2C7)
Incoming Connections depend on the Routing and Remote Access service
which was unable to start. For more information, check the system
event log.
You may also be unable to install network adapters.

CAUSE
This issue may occur if the following services are disabled:
Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager

RESOLUTION
To resolve this issue, enable the disabled services, and then start
the services:
1. Click Start, right-click My Computer, and then click Manage.
2. Double-click Services and Applications, and then double-click
Services.
3. Right-click Telephony, and then click Properties.
4. On the General tab, click Manual next to Startup type.
5. On the General tab, click Start under Service status, and then
click OK.
Repeat steps 3 - 5 for Remote Access Connection Manager and Remote
Access Auto Connection Manager.
