Another Restrict Question

I know there is a thread out there talking about restricting multiple users
from a database, but the suggestion in that thread is not working for me.
Here's my problem...

Anyone can open the database, but once opened, I do not want anyone else to
be able to open it. I tried setting the option under Tools/Options to
Exclusive, but it still lets multiple users open the databse at a time. Any
other options??

The subsequesnt users should be in a READ-ONLY mode though, right?

Actually, no. They are able to enter data via an input form that I have set
up. The second user doesn't get any error or message to restrict them from
full functionality in the database.

/Why/ do you not want the second person to be able to open the
database?
