What is the best way of loading a .htaccess to a Unix (Apache) server?

I tried FTPing the file, but that does not seem to work - the site simply
does not resolve.

I tried importing the file into my local site using FP2003, but that import
does not work either.

So what is the best way of doing this?

The .htacces file on an Apache / UNIX server is a server generated file.
Why are you trying to upload it?

however, the easiest way is via your web masters control, panel if you have one.
If so, use the file upload feature.
