After updating to SP3, when turning off computer it hangs with the usual
message "windows is shutting down" but doesn't until I switch it off, I've
done a restore and this solved the problem but when I installed SP3 again,
I'm back to the same problem.

First, make sure the machine is malware and viruses free by running a
thorough scan!
Run disk clean up on your Drive and read these info here:
Steps to take before you install Windows XP Service Pack 3
http://support.microsoft.com/kb/950717

Release Notes for Windows XP Service Pack
http://download.microsoft.com/downlo...1/relnotes.htm
Error message when you try to install Windows XP Service Pack 3: "Access is
denied" or “Service Pack installation did not complete”
http://support.microsoft.com/kb/949377

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you perform a new Windows XP
installation or you repair a Windows XP installation
http://support.microsoft.com/kb/943144

Open a notepad and copy and paste the following into it and save as
update.bat on your desktop. Double click the bat file to excute and click
[Yes to register the dlls and reboot your machine and see if that will help!

regsvr32 wuweb.dll
regsvr32 wuapi.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wups.dll
regsvr32 wups2.dll

Or try this fix.
Download Dial-a-Fix:

What does that mean? Are you going to type it in by hand?
