Is there any good reason why the 'Save as PDF' plug-in cannot be used in
Outlook 2007? It can be used by nearly every other program in the suite. I
have not found a good answer searching the other posts on this board.

What kind of reason is good enough for you? It simply hasn't been designed
for Outlook. If you have the specific need to save Outlook items as a
pdf-file you can use one of the many other pdf-creator software available.
Some are free as well.

As hyped as this feature was, it makes no sense to provide the functionality
to eight programs in the suite and exclude it from a program as important as
Outlook. I guess I'll have to use someone else's software.

Yup, I initially expected it to be available everywhere as well but I guess
if they did that Adobe would flip and sue Microsoft. That is also one of the
reasons that it is a separate add-in and not shipped with the product
itself.
