I used pfbackup to create a PST folder prior to backing up Office 2007. Moved
folder to desktop then did backup to external drive of my documents folder
and desktop. I then reinstalled the OS, programs, then restored my backed up
documents. Turns out the desktop did not get backed up, so no PST file. I do
have an "Internet Mail and News folder (that contains DBX, IDX, and MBX
folders and files) in the My Documents folder that was restored. Am I
completely hosed as far as recovering my emails? Are there utilities out
there to restore?

The .dbx, .mdx, etc files are for Outlook Express. AFAIK, if you did a format and reinstall, yes, you are hosed. If not, then you can try a search for a .pst file using hidden files/folders turned on in Windows search.

After furious head scratching, GBernstein asked:

Looks like I am hosed -- no .PST file. However, since I have only been using
Outlook 2007 for a month or two, restoring my Outlook express stuff into
Outlook 2007 would minimize the impact somewhat. Can you refer me to a method
to do that?

http://insideoe.tomsterdam.com/ for Outlook Express help - it will tell you how to migrate your OE files back into OE and then you can export to Outlook.
