I have 5 2000 TS CAL's. Can I make my W2K3 DC my
licensing server and have it pass out my TS 2000 CAL's?

Yes, a 2003 LS can handle W2K TS CALs.
You will need a 2003 server CAL for each client / user, since they
will access this 2003 server for authentication etc.
