Annoying Pop UP "P2P Networking" Can't Start Server

Every 5 minutes it pops up. If you restart the computer,
and log in as a particular user, you don't get it. Switch
to another user "B", "B" gets the message constantly.

No firewall running... .net enabled, not running
messenger.

Help!
