Annoying Connection Window Keeps Popping Up

I keep getting this annoying window popping up saying that I am not connected to the Internet
everytime I click on a folder or file in Windows Explorer or on a Desktop Icon. What's up with
that?

Open up an internet explorer window, and go to File, Work offline <- make
sure you're not.

How to you connect to the Internet? dialup or broadband?
What are your connection settings in IE?

Is it a requirement, if you're not connected, to try to connect if you open
your browser? Or, would you rather be required to connect manually and then
open your browser?

When I had dialup, I didn't want to have it try to connect constantly so I
set my connect settings to LAN, like I have now with broadband. I had a
shortcut on my quick access toolbar to dialup to my ISP. I click that. It
connects. I open my browser. Also, when I shut down, I no longer get asked
if I want to get disconnect. Do you get that question also?

Yes, the window tells me I'm not connected but it's not limited to the browser. It also happens
when I click on Windows Explorer (file management) and other desktop icons. I never had a problem
before. I like to have the browser or email auto-connect when I click on them as well as
auto-disconnect. That works now. It's just I get the window that tells me I'm not connected and
would I like to work offline first.
