I doubt so, it's a beta!
maybe in 2005 in windows server 2003 (where 1.1 is pre-installed) ?

also there is a lot of discussion about .NET being installed by default in
windows.

and while I don't know the exact reason it's not, there is 2 possible reason
I have heard of
- it's too big an update
- there is competition/monopoly issues ...
