Can someone tell me if animated e-mail signatures are created in Front Page,
or is it another program? I am trying to have a magic wand drop stars that
eventually turn into a signature on my webpage or on my email page?

You can't do that with FP. Possibly use Flash.

You would need an image program and gif animation program to create them.
Google for "gif animator"

they'd be created in an animation program, frontpage shouldn't be used to
edit or create any type of images.
