One way is to use the Active Desktop. Control Panel > Display Properties >
Desktop tab > Customize Desktop button > Web tab and then click the New
button to select the gif file.

active desktop is more like
for webpages like html which
in turn have gifs embedded
in them.

but I have seen them used
as backgrounds with limited
capabilities.

personally, I have never found
the active desktop user friendly
as it can stall windows if the html
is corrupted or missing or linked
to the internet.

---------------

on the other hand what you are
likely trying to do is to create a
screensaver with your animated gif.

here is a link at microsoft
that describes screensavers:

http://tinyurl.com/ycrw66m

----------------

however if I recall, the screensaver
files have a different extension like
..scr

so your gif would have to be
converted into the file type above
for it to function as a screensaver
in xp.

on the other hand there are third
party programs that you can
buy that will import your gif
and turn it into a screensaver.

--------------

please keep in mind to
"stay away" from the freeware
versions of the above.

they are spywares and adwares
that will integrate with the core
files of windows and corrupt them.

Using an animated GIF for your wallpaper will really sap your CPU. I saw
someone do that he other day (briefly), and the CPU was pegged at 100%
