Hello.

I am using frontpage 2002.
I have a broken link problem again.
Does & at the end of an address mean anything? like this: broken link:
mainfolder/folder/folder/&
I have been trying fix broken links to some pages that I did not make so I
am not sure if the & is a mistake or if it's suppose to mean something like
"?" and "#" in a url.

Yes - the & is reserved for use in parameters pass to the page
(and not be used in a file or folder name)

& is what seperates the name value pairs.

http://www.myweb.com?name=Mike&age=32

What you're showing is not a URL but a file path.
