"To" and "CC" items will not print on message

When I forward or reply to a message, and add my "To" & "CC" contacts, I then
need to print the message for signature, but the addressees in these fields
do not print. Anyone know why that is? Once I have actually sent the
message, then they will print, but not while it is still in draft form.

Problem is; my boss wants to see who the message is going to when he signs
it! In the past, this information printed, but at some point in time it
stopped, so I figure there must be a way to do it.

Yes, when you print it from the Sent Items folder. What is the issue with
that?
