You can see charts here.
http://www.tomshardware.com/charts/d...hmarks,31.html

If you go to www.amdcompare.com and look at the AMD desktop processor
list, the 9950 comes in a 125W and a 140W version. With the 140W
one, you have to be careful selecting motherboards, as not all of
them will handle 140W.

The E8500 is a 65W TDP part.

http://processorfinder.intel.com/det...px?sSpec=SLB9K

So there is some difference between them, in terms of peak
power. The idle power may not follow the same trend, because
they have Cool N' Quiet or EIST, to reduce the power
consumption. And the power saving on the 9950, may
also be affected by whether an AM2+ motherboard or an
AM2 motherboard is used. (The AM2+ has a split power
plane, which implies the voltages can be controlled
separately.)

With no idea as to what programs you run, I cannot say
more than that. A quad makes the most sense, when
you get all the four cores working at the same time.
If a couple cores are always idle during the day, then
they'd just be extra baggage.

I have a lot of older software here, and Windows Movie Maker
is about the only thing that uses two cores. If you have
relatively new (multithreaded) software, then the additional
cores could come in handy. I got a Core2 dual core, because
it fits my usage pattern right now. Maybe some day when I'm
rich and famous, I'll be able to afford some software. And then
I'll regret my decision on the hardware selection.

If you're into multimedia (editing movies, Photoshop,
3d rendering), then get the quad. For email, web surfing,
and other more lightweight office stuff, the Core2 Duo sounds
fine.

My experiences say with any new processors or chipsets, wait about year for
others to determine any problems, tweaking, incompatibilities, and actual
capabilities. Read the appropriate newsgroups as one example for same, this
is not one of them.

New technology is always less expensive about a year down the road as well.

Don't set yourself up for an empty wallet, and a crippled system.

Ivan:
First of all, AFAIK, the AMD Phenom X4 9550 Quad Core processor has been
discontinued by AMD but there are other models in that general line.

Anyway, all things being equal, I would definitely go for the Intel Core 2
Duo E8500 3.16 GHz model. It's a fine processor.
