AMD 3400+ runs at ~800 Mhz!! Supposed to run at 2200 Mhz

I can't get Vista to recognize my 3400+ to have a frequency of 2200 Mhz or at
least to run it at 2200 Mhz.
I tried everything around those energy plans, no change! PLS someone help me!

I have a Vista System in a different language, so please post every answer
step by step or I might not be able to follow!

1.- How do you know that your 3400+ is running at 800 Mhz?
2.- What does your BIOS say upon boot? It might not be Vista the one to look
but your BIOS settings might be wrong.
3.- Download and install CPU-Z (http://www.cpuid.com/cpuz.php) and check the
info it provides about your processor.

Don't AMD processors automatically throttle down when they are not being fully used?

Using a Sidebar gadget, when the system was idle, it did not report the full frequency of my AMD processor.

Cal:
I think the throttle thing has to be enabled in BIOS, or have to have
installed an AMD utility (CPU cool?) in order to allow the lowering of the
frequency.
Otherwise it is not enabled by default.

Hmmmm,
I do not have a BIOS setting, and I do not have Cool'nQuiet software,
but, the Sidebar gadget does go up to the full speed when I use processor
intensive applications.

Mi BIOS (ASUS A8N-SLI) has "AMD K8 Cool 'N Quiet control" option.
Just looked the mobo manual.

I wonder if the FSB frequency and clock multiplier is set correctly in the
BIOS?

NO -- there is NO Cool'nQuiet control option in my BIOS
I do not have the same mb as you
Must be enabled by default
NO FSB frequency or clock multiplier options either
NO problems however, Vista flying along
