When I attempt to open a jpeg file from a message in outlook 2003 I receive
an error message saying Application not found

Outlook doesn't care about which application you open your attachments with.
The issue most likely is with your default jpg-handler.

Should be able to go to My Computer ->Tools ->File Types, and under
Registered File Types scroll down to JPE and JPEG and JPG, highlight them one
at a time and install something like Windows Picture and Fax Viewer and you
should be fine. Just click the CHANGE bar and Windows will give you a list of
suggested viewer applications.
