AM/PM to 24 Hours Time format.

I'm in MUI enviromnent with Italian default
setting on Regional and Language Options.
There are no way to change the time format in 24H on Date
and Time Properties panel, still remain in AM/PM format.
By the way the real problem is that the machine is already
shipped to customer and the user application when running
on other O.S. like XP Pro works fine, while in XPE not.
Help is appreciate.
