Yes, this is a bug. It is quite easy to work around, however:
1) set the Windows language--in control panel, regional settings--to English
(United States)
2) set the desired afternoon or evening scan time
3) change the Windows language back to the original choice.
The bug actually involves a 24 hour time format, versus a 12 hour time format.
Most of the world uses the 24 hour format. The United States (or at least
whoever made up the default!) does not--and that is easier to describe than
the whole process to choose a clock format that is a 12 hour format, rather
than a 24 hour one.
