When i log on I am getting an error code from windows defender 0x8007000d.
- My PC also does not reconize any of my programs including my NORTON 360.
- When I try to reinstall any program it tells me that the program is
already installed.
- None of my programs are listed and I have lost all of mt administaror
rights.
- I lost my Vista CD and windows will not let me reinstall online.

Nothing works except explorer.

No commercial online re-installation of a Windows is feasible. If you
lost your "System Recovery DVD" you may purchase a replacement from
your computer's manufacturer for a nominal fee + shipping.

Your system seems to be infected/corrupted beyond lesser rescue
methods and although, yes, Windows Defender shows a failure, a format
the HDD and restore from your backup is probably called for.

If you lack a recent system backup, a "Flatten & Rebuild" approach
with your next System Recovery DVD is indicated. Hint - I would
reconsider the use of Norton 360 on your next build.
