I am continually clicking on items and getting two selections instead of one.

I am continually clicking on items and getting two selections instead of
one. A good example is scrolling through a file. I do it two lines at a
time instead of one. The problem is that I take a long period between
depressing and releasing the mouse button, and Win'XP is set for a very
short period.

I've been told that the proper adjustment is "Control Panel>Mouse>Double
Click Speed". But changing this control over its full range produces no
discernable change in the behavior of clicking on items.

Changing the value "Control Panel>Mouse>Double Click Speed" does indeed
change a value called "DoubleClickSpeed" in the Registry. It changes it
over the range 200-900. Going into the registry and artificially setting
the value of "DoubleClickSpeed" to either 0 or 3000 also produces no
discernable change in the behavior of clicking on items.

Is there anyway of increasing the detection period in Win'XP? "Control
Panel>Mouse>Double Click Speed" is not the proper adjustment.

Try another mouse. It could be the left button is worn.

You can also reverse (swap) the left and right buttons. Control Panel >
"Mouse" icon. Select "Buttons" tab. Check "Switch primary and secondary
buttons" checkbox.

My problem arises when I am scrolling through files. I've found a way
around it. I set "Control Panel>Mouse>Wheel>One Screen at a time". And I
use the scroll wheel to move through files.
