Always on top? Alway the same size?

I have a program that uses a macro to open up other programs (seperate
workbooks). These workbooks are small windows.

I would like for these window to Always be the top sheet. Is this possible.
As it is now they "pop up" on top but when i click the lower workbook it
drops behind that window, I need to see the info on the smaller popup when
typing into the larger workbook.

Also if I have the main program window maximized the popup program opens
maximized. Its saved in a smaller window as it only consist of maybe 15x15
cells.
any way to keep this format even if the main window in maximized. It works
if I keep the main program workbook minimized.
