Is there anyway that I can always have FOUO show in the subject line? I
don't want to have to remember to type it in every time.

Yes, you can do this via VBA (macros).

If you create the code to do it, I believe so. Outlook has no such feature
built in.

You can save a template with it in the subject line then always use the
template. VBA would need to be used if you need it on replies.
