First off, don't confuse Normal Startup with booting into normal mode. They're
not the same thing.
The only way I could duplicate the scenario you outlined was to manually edit
the boot.ini file to so that the computer would boot into Safe mode. Msconfig
was still configured for Normal Startup. Editing boot.ini a second time to
remove the safeboot switch resulted in the computer booting in normal mode with
Normal Startup still selected in msconfig.
If you're determined to have Normal Startup in msconfig not leave you booting
into Safe mode, it looks like you're going to have to manually edit your
boot.ini file. Listed below is an article you might want to look at first,
paying close attention to the section about backing up your boot.ini file. If
you're in any way uncomfortable with doing this procedure my advice would be
that you learn to live with msconfig set to Selective Startup. Your computer
will not run any differently in that state.

Here's the procedure I used to remove the safeboot option.
With Normal Startup selected in msconfig, restart the computer and let it boot
into Safe mode.
In Safe Mode, log on with an administrative level account and open Control
Panel.
In Control Panel, double click on the System icon.
In System Properties, click on the Advanced tab.
On the Advanced page, click on the Settings button in the Startup and Recovery
section.
This should launch the Startup and Recovery dialog.
In the System startup section, click on the Edit button.
This should open up your boot.ini file in Notepad.
Under [operating systems], you should see a line that contains /safeboot:minimal
near or at the end.
Remove /safeboot:minimal from this entry.
Note: If you only have one operating system installed on your computer, your
boot.ini file should now be similar to the following.

default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Home Edition"

Note: You may see Professional instead of Home Edition if that's the version of
XP installed on your computer.
Once you've finished editing your boot.ini file click on the File menu on the
toolbar at the top of the window and select Save. Click OK twice to close System
Properties and restart your computer. It should boot into normal mode and when
you run msconfig, Normal Startup should be selected.
