How can a program that is NOT running do anything for you? If you
don't want to leave Outlook running, you will need something ELSE
running to do the notification.

Outlook must be running in order for it to tell you you have mail.

Of course it needs to be running or no mail is collected from your ISP's
servers. You can start Outlook, minimize it, right click on the icon in the
Notification Area and select Hide when minimized. Outlook will run, but
nothing will appear in the tray. Click on the icon to open it.
