always fails at Java Package manager

Unable to do a complete clean install of win2k.
always fails at Java Package Manager
Saying
Unable to install Java Packages
from c:\WINNT\JAVA\CLASSAS\XMLDSO.CAB (AND DAJAVA.CAB)
THE PARAMETER IS INCORRECT.

This is on a giga-byte GA-7vrx (2.0) mother board AMD
athalon 200 cpu and a 40 GB Western Digital Hard drive.
have remover all cards but the trident video from the
Motherboard and reset the bios to safe settings.

Multiple tries over a week or so.

Any ideas?

Is this a retail CD that you are using? If not what type of cd is it, MSDN?
Did you create this cd and slipstream SP1 into it or are you attempting to
install a Service Pack during the installation?

The win2K cd is an originak Microsoft cd.
The same failure occurs on an original win98 cd install.
