Recently i bought a USB KVM switch as i have a USB keyboard and mouse and two
machines. All works well, except for this horrible 10 second delay i get
every time i switch between machines. This delay is caused because every time
i switch, Windows has to identify the device and enable the drivers again. 10
seconds doesn't sound like much, but its horrible if you're a heavy computer
user like me. What i want to know is, is there a way i can tell windows that
a device is always connected, even if it really isn't, so it doesn't have to
keep re enabling the device?

Interesting, thinking about this, it would seem that would be the job of
the KVM unit... so, wonder if this is a firmware or addressable via the
firmware update options of the KVM

I took a look at the usb properties, but could not see anything that
seemed to be related.

10 seconds?
Get up, stretch your arms, breathe deeply, hum a tune, look out the
window, walk around your desk. Take a quick break. I'd hardly say this
delay is horrible.

I concurr with the op... it's a major pain if you are toggling back and
forth between cpu's...

mine's not quite that bad, about 5 seconds... not sure if my "jiggling"
the mouse until the cursor appears speeds it up... it would be great if
it could be addressed.
