I activated the always display menus options in Tools > Folder Options >
View of Windows Explorer. But for some reason the menu bar doesn't display
in Windows Live Mail unless I hit the alt key. How can I get the menu bar
to display permanently?

On the WLM toolbar click the mysterious icon immediately left of the
circled question mark, then select "Show all menus". That setting
is sticky.
