Alternate DNS server not queried

I have both a primary and alternate DNS servers both being offered by DHCP
(2003 SP2). Both servers show on the client. If the primary goes down for
any reason, all XP (SP2) clients will NOT query the alternate DNS server,
resulting in browser failure and loss of LAN connectivity. Alternate can be
pinged by all clients. Thanx up front for all answers!!! :-)
