Alt-F4 in Outlook 2007 wants to shut down windows

When I am in Office Ultimate 2007 Outlook and have an open message I want to
close using Alt-F4 brings up a message box offering me options on how I want
to shut down my system ("Shut Down Windows") with "sleep" selected. In any
other situation Alt-F4 just shuts down the active (top) window.

My OS is Vista Ultimate 32-bit and is fully patched as is Office.

This looks like a bug to me.
