Almost blank page printing

I have created a report that I want to run by Department/Office or
Office/Department.

Everything runs fine, except that for one of the Departments, the first page
for the first person in that department is blank except for the heading
information. It doesn't seem to matter who the first person is, that report
has a blank page and then the information prints on pages 2 through the end.

If I run the report strictly alphabetically with no other sorting then this
doesn't happen.

I don't think it is data related.

Any thoughts would be appreciated
