Allowing Users to Share Folders

On W2K not on a domain, I know that power users and
administrators can create shared folders. Is there a way
to allow a member of the group "Users to create a shared
folder?

Assign the local user rights policy "create permanent shared objects"

That user right does not allow users to create network shares, though the
description would seem to indicate that might be a possibility. The link below
