Allowing users to change the NIC Link Speed.

Good Afternoon,

I'm looking to allow corporate users to change the link speed of the
local area connection without having admin privlidges. Having added the
users to the Network Configuration Operators group, they have access to
view and change some TCP/IP settings, but the advanced tab that
contains the NIC configuration is hidden from them.

Our environment here is a FULL DUPLEX/100 connection, when users take
their laptops home, most of the time they are required to use the AUTO
setting. Unfortunatly setting all boxes to AUTO by default has caused
problems on the internal network.

I've searched through the Group Policy User Rights settings, but there
are no options that appear to allow this to happen.

Another idea is to open the properties for the nic with the runas
command, and store the password... I tried this with the following
command line.

runas /user:administrator "control ncpa.cpl"

which brings up the Network Connections applet, however once the Local
Area Connection is selected from there, the admin rights do not stay.

Any ideas, workarounds, or suggestions would be greatly appreciated...
