Allowing user access to downloaded applications

Hi,
I have installed Windows Messenger Plug-in under an 'admnistrator' account.
However, other users on the same machine cannot see this plug-in. Is this a
security issue? If so, where can I read more about how to set up user
priveledges?

Any help is very much appreciated.
