allowing pop ups

Help! I've posted twice and can't seem to find either one.

Here it is again. How do I allow pop-up beside holding the CTRL key while
navigating to the next window? I've tried 'tools-turn off pop up blocker' and
also toggled to allow pop-ups on the tool bar.

I'm using Windows XP, SP2, Att-Yahoo, Internet Explorer 6.
