allowing outside users access to website

I was wondering if Frontpage 2003 can allow "outside" users to make changes
to the website with the proper passwords? I would be using FP to manage
multiple websites but allow some changes to be made by other volunteers.

How is this done?

"Author" permissions can be set on the server for each user.
