Your users are likely blocked because their Internet Zone setting for File
Download is set to Disabled.

To set this globally, you need to do the following -
1. As admin, go into IE and setup your Internet Zone the way you would
like it to work for your users. In here you can set the File Download to
enabled or disabled.
2. Run GPEDIT.MSC
3. Go to the following location -
User Configuration >> Windows Settings >> Internet Explorer
Maintenance >> Security >> Security Zones and Content Ratings
4. Then import your settings. This will not be the settings other users
on this system get.
They should be able to download files now.
