I am the administrator of my home computer. I want to allow my wife to
install programs under her user name without making her an administrator but
dont know how can anyone help.

Depends on the program.

Some programs NEED administrative rights to install.

You can get around this (sortof) by right clicking on the install
executable, and selecting "Runas" then using the credientals of an account
that does have administrative rights.
