Hi,

Is there a way to allow a domain user to be a power user (or maybe an
administrator) on a selected computer?

Yes, you add the domain user to the "power user" group
on the local machine in computer management / Local
Users.

You can do it either by doing it locally using Michael Giorgio's suggestion,
or en-masse using GPO's by adding a group with the users you want to the
Restricted Groups part of the policy: Computer Configuration\Windows
Settings\Security Settings\Restricted Groups.
