allow users to change LINK SPEED & DUPLEX?

's Computer Specifications

I need a way for users to Change link speed and duplex. Users are
members of Power Users and Network Configuration operators. It appears
to me that without Admin rights the Advanced tab is not there. Is this
possible. Or is it possible to change this setting with a batch file or
a reg hack??
