Allow User level access to add hardware

Hi:

I am trying to figure out if there is a way to allow an account on a PC with user level access to be able to add and remove hardware. I have users who need to use USB flash drives.

From my experience, users should be able to do that already without any
special tweaking... as long as the actual USB controller driver for whatever
the chipset is are installed.
